The law should also be equally applied to everyone and protect all so that no one is above it. The law should be accessible, and legal institutions and their procedures be available to ordinary people to uphold their rights, settle their disputes, and protect them against
abuses of public and private power. Neglect or ignorance of the law results in its abuse. The Catholic Social Teaching affirms the need for laws in the society to protect citizens and facilitate orderly and peaceful co-existence. The common good requires that civil authorities maintain a careful balance between coordinating, protecting and promoting the rights of citizens. State activity should work to expand freedom as much as possible by the effective protection of the essential personal rights of all individuals (CST, 65).
